Demetrius D. Kittrell – PRESIDENT
Demetrius D. Kittrell realized early in life, he had a passion for Leadership and Management. After ten years in the Consumer Retail Sector, he decided to make his professional transition by applying his Leadership experience and dynamic customer service skills into the Acquisition and Procurement profession.
As an former employee at the Office of the Administration for Children and Families within Health and Human Services, Demetrius serviced public health needs in his role as an 1101 Small Business Professional. He works to ensure that small businesses, small disadvantaged businesses, 8(a) business development program, women-owned, service-disabled veteran-owned, and HUBZone businesses have access to contract opportunities with HHS. He has been in the contracting field for over twelve years serving several agencies.
Demetrius attended an NCMA networking event several years ago and it positioned him to begin his career within the Federal Government. Attending these events provided him with access to government resource personnel, small and large business representatives, which ultimately elevated his career. NCMA also provided professional and personal opportunities and created a host of networking platforms for him to establish ongoing relationships. Demetrius took great pleasure serving as a supportive member until becoming an Officer for NCMA. Since then, NCMA has provided him with many opportunities in which he learned from others, worked with groups from other agencies which helped develop and drive changes within the contracting field itself. NCMA has provided him with the support and knowledge base needed to continue his career as an 1102 Contract Specialist. Even more significant, this endorsement has resulted in him being selected for the Contracting Management Leadership Development Program (CMLDP) and has afforded many more professional opportunities.
Today, Demetrius proudly serves as the President for NCMA Atlanta and supports several other NCMA chapters with the responsibility of making a difference and providing a platform to people in the contracting field. Whether it’s conferences, training, networking, personal development or a desire to give back; there is a little something for everyone in NCMA. Demetrius firmly believes and is enthusiastic to see what the future holds for all his supportive members who are involved in NCMA, especially in the field of Government Contracting. It is his desire that the supportive members will embrace, learn from, and apply the knowledge gained from NCMA.
Scott lieberman – PRESIDENT Elect
Scott leads Business Development for Peraton across most of HHS, drawing on a career built at the intersection of public health, technology, and federal service. He holds a master’s degree in public health from the University of Michigan and began his career at Ernst & Young before shifting fully into federal health work in 2003. Since then, he’s partnered with CDC, HHS, FDA, and NIH, helping teams navigate technology, governance, and mission‑driven programs. These days, he focuses on building strong relationships, finding smart opportunities, and supporting the agencies he’s served for years.
Scott lives in Sandy Springs with his wife, Sharon, and their dog, Penny, and his two grown kids are now off and running in their own careers. He has been an active NCMA member for more than a decade, has brought high‑profile HHS leaders to engage with the NCMA Atlanta community, and serves as the CDC lead for the Professional Services Council’s Vision Project.
Arina Hooks – Secretary
Arina Hooks is the Contract Manager at HD Supply, a subsidiary of The Home Depot, where she oversees HD Supply’s Contract Management team. Her team manages commercial and government contracts from the seller side. During her time at HD Supply, she plays an important role in the integration of The Home Depot Pro and HD Supply. Prior to HD Supply, Arina was a Contract Manager at Cox Automotive. As Arina progressed in her career, she has held numerous roles, all of which have led her to lead or support cross-functional teams.
Arina earned a BS in Marketing from Southern University A&M. The University of Maryland has awarded her an MBA and a Master’s in Management with a concentration in Procurement and Contract Management. She is currently a member of the 2021-2022 NCMA CMLDP program.
Arina was born and raised in Bayou Rapides, Louisiana. She is married with two sons. She has a desire to have a positive impact to teenagers and young professionals. She mentors the local high schools DECA student organizations.
F. NAZIR HILL – TREASURER
F. Nazir Hill serves as the president and chief executive officer at Complete Facility Services, LLC (CFS). Nazir has over 25 years of experience in leadership, finance, and operations.
Nazir sits on numerous boards and committees; he holds a B.S. degree in accounting from Southern University at New Orleans and a finance management certification at Cornell University. Nazir enjoys spending time with his wife, family, and friends. He is passionate about exercising, reading, and participating in charitable events.
